You're right. That's a return line to the fuel distributer.
You can do this with the engine in. But be ready for some cussing.
A mirror will help as well and don't drop the little metal seal/gasket.
My lines are metal. 83ROW but it has the same setup.
If you get real frustrated remove the rear motor mount bolts and drop the back of the engine about 3-4 inches while watching the wires and hoses carefully. Thay will get you more room. Also a florecent light shoved back in that cornet will help without burning your knuckles.

BTW do you have a ROW parts book? How about a shop manual.
We can't get a lot of details on our ROW cars here.
It would be nice to get a cross reference from ROW part numbers to Bosch part numbers. It's been done on renlist for US parts but not ROW.
