The comission points out that in reality the military had only 9min warning on only one of the four flights. the others it was not made aware of until after the flights had concluded. There was confusion becuase the order to "shoot" was given by the VP (all be it after the fact, but he did not know it was after the fact) and normaly the order would go CinC(prez) to the SECDEF(rumsfeld) to NORAD and out to NEADS. But since the order came from the VP who had been given authority by the CinC it was second guessed and not passed out. It makes me wonder if somthing had happend to the CinC and the military did not know that the VP had taken over would the order still be second guessed. The fact that there were only 4 jets in the air on CAP (2 from Otis, 2 from Langly) had nothing to do with the VP and everything to do with the FAA and its ability to comprehend what was happening and comunicate it to the military.
