Close, but no cigar (no Clinton jokes please) --> the thrust of what Kerry said was that it is NOT a choice. If it is not a choice, there shouldn't be a stigma attached to it.
Obesity (in the vast majority of the 60% mentioned above) is, and therefore it WOULD be a personal attack (rather than context).
(I'll probably get torched for that by someone, but I don't care).
