And here is a picture to show where the part normally goes. It is the shaft on which the spring goes for the timing belt tensioner. The threaded end goes to the right on this picture and is held in place with a nut. The eye bolt attaches to the tensioner and "pushes" on it with the proper tension. Both sides appear to be bent which didn't seem right.
