My guess is it was repainted, why else would you remove the decals ?
And why would those be removed in the place ? as they contain important information at a glance.
If it was originally black the paint should have been fine in that area and not need paint. The exceptions would be rear damage or color change.
The decals are available, so any owner with an attention to detail could replace them.
This doesn't mean this isn't a nice car. It just all has to be considered in it's evaluation.
