jryerson is dead right. The torsional rigidity factors of metal and glass make it highly unlikely an adhesive bond will last without cracking. Moreover, the dissimilar elements of the body, bonding agent, glass fender, filler and paint will all conspire against each other over time, asymetric stress and temperature ranges. Butt welding steel flares and metal filling the gaps is the right way to go.
