I think the mobile mechanic thing is great as long as you can do it at your house and not piss off the neighbors. In our lovely ghetto of a city, there are several laws about working on cars. Basically, if they catch you doing anything outside of your garage, you can be cited. That includes the back yard, much more the front or street.

Does he carry certification? (I know [he doesn't need to according to his reputation, but just how is he governed is something doesn't work out?)

I would go out and do bodywork at someone's house a lot more readily than I would allow it to come here. I've already pissed off my neighbors.
