I've had the same problem before, and I found out on this post that it was caused by dirty points in your distributor. I cleaned mine and they haven't bounced after that. I switched to electrical ignition (Crane/Allison one sold right here on Pelican) and I've never seen my tach needle bounce anymore. Good luck.
