I had trouble with that a few weeks back.
I used the lever on the bottom of the shaft on which the fork sits to wiggle the fork into place as a buddy was moving the engine back and forth. The way to know if the fork is on, is to move the engine back and forth a little and if you see the shaft turn in both directions your fork is on.
I could not see anything through either the starter hole or the top of the housing hole. I used a dental mirror and that did not help, so i just felt it out. Took about 15 minutes.
