I'm going to assume the bumper is in good shape with no spider cracks, chips etc. I would sand with 220 to 320 to start and give the bumper a good sanding. Then I would do the same with some 800 to 1000 grit and after that clean with prep solvent and then hit it with some automotive primer. You want to put down several coats this will help fill in small imperfections. Once dry hit it one more time with some 1000 grit,clean with prep sol and lay down your paint. This should give good results.
