Hmm... I've used two different ones, a 6500 and a 6800 and both were very close to their indicated cut off. They have more of a gradual cut off. The electronic rev limiters (3.2+) are much more abrupt and will bounce off the limiter, where as the rotor seems much softer. Can you pull the cut off device back with your finger to be sure it will travel the distance required to ground out the ignition? Other than a defective rotor or incorrect tach, I cannot think of any other reason it would not cut off at the indicated RPM.
