Rear tail light casing question

The bolt heads that hold the back side of the casing to the actual casing are non existent. The bolts must have froze in the past and someone just torgued them off. They are a hardened steal so I don't have the tools to remove. It was held on by some type of goop. Anyways, can I drill two holes in the casing and run long bolts out through two (new) drilled holes in the rear cover, throw some washers and nuts on them to keep the two together. Any reason I can't.
