My guess is that we will soon hear how 'the tree huggers' have kept the oil companies from building the refineries to keep up with demand. The shortfalls lately HAVE NOT been shortages of crude, but shortages of refining capability. Refineries have been allowed to decay to the point where they 'are not economically feasible to run', and the oil companies are not going to feel bad when the public sentiment runs hot enough (when the lines at the empty pumps make the evening news) to DEMAND new refineries. Government assistance (in the form of waivers of the enviornmental regs, or outright tax breaks) will be forthcoming, and you and I will be paying for it.
Both ways.
