Unless there's something screwy about Hawaii pricing or if the car has a salvage history, that sounds like a great deal; about 50% less than I would expect. To be honest it's in the "too good to be true" range, and the fact that he has lowered the price might be a red flag. Proceed with caution.
For reference, KBB and Edmunds valuate low-mileage M3s far below market value. I have a '99 with 45k miles and if I posted my car for sale at KBB/Edmunds value I would wager that it would sell in a matter of hours.
