While working on my 911 SC project I was stripping the paint from my fron trunk area. Here I noticed under the paint a very rubbery substance? It appears to have been srayed on as a primer but is very thick, almost foamy?

I have stripped all of this stuff off the metal along with the paint. My question is, what is it? With what should I replace it with? Is it necessary?

Let me tell you this stuff was a pain in the wazzoo to remove!!!!!
