Just don´t refill until you reach the low mark. Even then the car can be driven with 5 L but gets very hot.
The only reason for constant overflow is to high levels ore to much pressure in the gasket. IF everything else is proper.
As you descripe it the hoses sits correct and the brass mesh flame stop insert sits in the filterhosing intake.
