If this is original to your 69, it is a pure mechanical clock with a pulsed wind mechanism. It probably only needs cleaning to remove the old gummed up oil which is too thick in th cold. You can take it to a clock repair shop or clean it yourself. It can be cleaned using a solvent then oiled using sewing machine oil or gun oil. (These mechanisms are not fragile like a watch)
I changed mine out to a quartz one from a later year so it does not need adjustment every few months. You will always see a variation with temp. (a few seconds a day) on the mechanical movements because they didn't have the proper temp. compensation in the balance spring.
