I look at the driver. If he/she is looking at me, I flash or wave. If they are talking on the phone, putting on makeup or just generally oblivious, I don't bother. Wouldn't be seen anyway.
In my experiences, around here most people are oblivious, regardless of the year of their car. The few that aren't are more often than not in early cars, 89 or older.
