In CA they would take your 60$ spend 30 minutes testing your car on a dyno type machine with a sniffer up the poop shoot, Then they would give you a print out that says you failed the visual inspection (that occured about 3 minutes into that) Of course you would never pass the test without a Cat Converter. Your car would be labeled a "Gross poluter" and you would not get any extension time on sticker unless you go stand in line for an hour at DMV.
Get a Cat and test pipe with flanges. Then you could bolt on and swap.
