The flaps are located under the car just infront of the forward flexible heat exchanger hoses. Activating the flap directs the air from being directed to the outside of the car to the heating ducts. The blower is always on so this may be your problem. It could be one is hung up. Do you notice it from one side or the other in the car?. It is doubtful they would both be stuck at the same time.
