System pressure is adjusted by adding shims to the fuel distributor. Control pressure is adjusted by tapping the plug on the WUR. I think that adjustment does effect both the cold and warm control pressures. If you can't get them both within spec, it may be time to look for a rebuilt WUR. I've seen them available for around $80.
