There's an alternative way to accomplish the same outcome and it costs about $1. Clean off all the old rubber from the existing bushing. You'll see something like this.



Find a washer that will fit over the inner steel bushing. I think it's about 3/4" ID. You need a washer about 1/8" thick. The SAE sizes are thicker than the regular hardware store type. If you can't find a thick washer, use two of the regular ones. It has to be thicker than the protruding inner part of the bushing. Put the washers over the top and bottom of the bushing like this.


Re-assemble the rack to the cross member. I was trying different washer thickness when I took these pics. Some show aluminum washers I made and others have hardware store washers. Not critical.
