Unfortunately, I believe this is the most likely scenario. All the uproar about sealing the borders with fences and troops is just bumper sticker stuff that makes good politics. The"terrorists" aren't going to try to sneak a nuke across the border in S. TX or Arizona (if you believe this you haven't seen what this area looks like, this is some rather rough country). Much more likely is a small nuke in a shipping container in a port in CA or the east coast or a tanker with a nuclear device sailing up the Houston ship channel and taking out half of Houston and about 1/3 of the nations petro / chemical capaciity in one whack.
