Master cylinder replacement

My 75 has very soft feeling brakes. It stops but it doesn't feel right. I tried to bleed the lines but got no air. I'm thinking that I may need to replace the master cylinder and rubber flex hoses as my car just came out of a 20 year storage. I looked on this site but the rebuild parts are no longer available. Someone told me that a VW master cylinder will work fine. They look different to me. I'm not sure that a VW master cylinder would develop enough pressure to work correctly on a 914.

Also, when I let off the brake pedal it comes up farther than it should. Shouldn't there be some sort of stop to keep it where it belongs. If so, mine is missing. Do I have to rebuild the whole pedal cluster or is this part available seperately?
