It really is just revenue enhancement. When I was a prosecutor (less than a year ago) it was standard practice to amend speeding tickets that were 10 over the speed limit to defective equipment. The fine was higher, but no points off the license and no increase in insurance. There were few repeat offendors due to the cost of the ticket.
