From what I can see it looks like you have done quite a bit, -I did a similar job on my 914 a few yrs back, and had great luck with POR15, I used the gun metal grey color, and later re-painted over it. Since you will never see this area-I think the main thing is to get any residual brake fluid off of it, and then cover over any surface rust. The POR15 held up very well in my case.
