Probably not a matter of ability...probably more a matter of budgets. Buell is a niche player. And even if the mother company H-D is a massively profitable concern, Buell is not likely to have a business case that benefits from economies of scale like Honda, etc.
It surely is cheaper to buy off the shelf then develop from the ground up. That's reflected in the moderate price too. If you want an exclusive engine, you'll pay an exclusive price.
