Well, it could be the drain plug leaking, or either the suction hose or the pressure hose, or you could have a rust pinhole in the seam of the tank, or the level sender gasket could be leaking, or some combination of these.

Clean it thoroughly with soap and water, dry it off and coat it with a thin dusting of talcum powder, the source of the leak will show up readily.
