You can try to shoehorn a law through that "and subject to the jurisdiction thereof" verbiage, but I think you'll find it very difficult.

The "anchor baby" argument is a meaningless distraction!! It makes no difference! Everyone go back to talking about how walls stop people from moving from one place to another all the time and taking great pains to illustrate the vast and significant differences between a legal Mexican immigrant and an illegal Mexican immigrant.
