The Idle adjustment is on the throttle body(left side)depending on where it is set it may take a few turns to get it to come down.Mine will idle down in 3 to 5 minutes.your aux air valve and your wur should be getting voltage and should slow the idle down by controlling the bypass air and the control pressure on the fuel distributor.The only vacuum connections that I have on my rig is for the distributor (advance and retard) and the vacuum canistor for the power brakes.Don't know about the white smoke.Your guess is as good as mine. good luck.
