My left rear tail light on my '91 C4 keeps filling with water. I just replaced it with a new factory unit , connected all of the hoses and it still gets water inside. What gives? Anyone else had to solve this problem?

I have noticed that when driving in the wet, water from the wheel well leaks out around the light and runs down the bumper cover. I haven't yet had time to tear into this area, just wondering if someone elase has already dealt with this.
