The WUR is the control pressure regulator, or warm up regulator. Once you get your car running on a regular basis, it is worth your time to check the fuel pressure. Once you have correct fuel pressure vs. temperature, the car will start easy and run great. Here's another pic from Pelican, it's the part in red. There are many, many hours of reading about the WUR.
