Michael,

Turn your ignition switch @ RUN or ON and check if you have power at terminals #87a & 86 of the FP relay socket. Make sure that both terminals have power. No power when ignition switch is OFF.

Next, check that #85 (FP socket) is grounded. With the ignition switch off, test again #85 for ground but this time lift up the air sensor plate. With the air sensor plate up, there should be NO GROUND @ 85.
