Hedging against price increases. WHen I got my FAL 2.5 years ago, you could get good S. African surplus for $20/140 rounds. Not long after I got the FAL, it went up to $50/140. Now, any surplus is about 50c/rnd. Wolf 7.62x39 used to be $90/case delivered, now wholesale w/o shipping is $200/case. Between the UN wanting countries to stop exporting their surplus (this is why the SA went up) and increases in metals prices, and domestic manufacturing being filled up filling military orders (ours, and our "friendlies"), prices are just going up and up and up. Then add in the increase in shipping costs.
