The BMW tool kit has a torque wrench in it? That's a funny looking torque wrench.
This happens (rarely) when the wheel is not torqued properly to specifications. Do a search and you will find a few other examples.
This is the problem to be honest:
"BMW tool kit in hand, all bolts were tightened to exact torque specifications (with aid of the plug wrench for leverage  )."
I bet he's never used a torque wrench on the rear wheel.
