The could be structural but I suspect that is as likely as a structural problem on a non blem tire.
Tire companies are EXTREMELY sensitive to product liability issues. (Ask Bridgestone and Firestone how they feel about being sued for tires that failed when they were massively underinflated and then having to recall all of them.)
If there was any part of the blemish that was a safety issue they wouldn't let them out the door.
