I tried unbolting the seat belt to the floor on the side of the seat and turning it around. This would have worked for me, but the part that bolts down has a bend in it which makes it look like it should only fit one way. That is the wrong way. When I get some time I will have to take the panel off that covers the seat belt reel to see if it has twisted there.

Why don't you just pull the belt out as far as it will go and then feed it slowly back in. If it slides easily through your fingers as it coils down it most likely isn't twisted behind the panel. In my experience the twist usually occurs just before the top loop bracket and then gets pulled through the wrong way on retraction (or vice versa). When that happens I just pull the belt out past the twist, right it and then pull it back through the loop - sometimes you have to fold it over and it can be tight to pull through but it always works.
