As far as I know, the deceleration valve is always "on". Under high vacuum (foot off the gas at higher rpms) from the little vac line, the valve opens to let air pass through the two big hoses. This air by-passes the throttle. I think the valve is a smog device so I'm surprised you have one in a Euro.

I doubt the valve is a problem. A more typical failure of the valve would be random high idle (easily corrected by removing and plugging the little vacuum line). It sounds more like you are running a touch lean (a vacuum leak and/or a mixture setting issue).
