The mere fact that chrome can be scratched suggests that it can be polished. I would dismount the tire (if mounted) and take the wheel to a polisher who has the right buffing equipment. I looked a buffer the other day at an abrasives distributor that looked like a nice bench grinder except on a stand. Over $2000!! It was like 5 hp. Only the real serious have machines like that.
