Really annoying, isn't it?
These guys are 'building time', believe it or not. Minimum wage, if any at all. They fly at stall speed +5, and check out the bikinis. They are not allowed to fly below a thou AGL, unless by special agreement, and not over any 'congregation' of people.
The only excitement is when they swoop to the ground to pick up the banner.... the rest is pretty boring.
