That spring/pin/washer combo holds the brake shoe against the backing plate.

The washer goes over the pin and then you turn it to lock it in place.

Here are diagrams from the Pelican catalog to see what part numbers you may need.http://www.pelicanparts.com/catalog/shopcart/911M/POR_911M_BRKpad_pg5.htm#item17 I can't tell if the hole in the washer is any good or not. It should be rectangular in shape. If it is rusty or more round, then get new ones.
