I think the answer to your question is it depends on how far out of balance your car is. If it's way out it will impact your street driving, if it's reasonable then it won't make much difference.

Uneven handling and premature brake lockup are indicators that your car is out of balance but you won't really know until it goes on the scales.

I believe anytime you pull out a tbar or change ride height you really need to get it balanced. Otherwise you may be way off and not even know it.
