If you're going to toss your CAT (good idea, by the way, it will make a huge improvement in your performance), then why not spend the money instead on a muffler that will bolt up directly to your turbo, like most aftermarket muffs do. There would be no need for a test pipe.
To me, the "test" pipe is an excuse to run without a CAT, and an easy way to put the CAT back on for yearly emissions testing. If that's the case for you, then buy a new CAT and a test pipe.
