are they going to grout the space between the liner and the brick?
If not, then the offset joint poses a weakened thin spot in the fire protection of the liner
Did they pull a permit for the work?
If so then make sure you point out the offset to the inspector.
If not, you are the inspector and have the right as the client paying the bills to have it done correctly.
I wouldn't pay them any more $$ until its fixed.
