Actually, FIA certified seats can be non fiberglass (such as the Sparco Sprint and the OMP TRS). What is important is that FIA certified seats have been designed to keep racing drivers safe. I am not sure on everything the FIA tests during certification, but it would include things like making sure the seat does not buckle or twist during an accident. Wit seats (as with most things in racing) you get what you pay for and the more expensive seats are normally better and most importantly, more comfortable.

If you read the NASA CCR (rule book) you will see that seats that do not have certain certifications have to use a seat brace. Even the seats that you can be used without a brace can only be used like that while the seat is in it's certification period (varies but is normally 5 years). I am sure the SCCA rule book is similar.
