Case savers

Trying to mock up the head studs, cylinders, towers and chain boxes. The case has case savers installed by Ollies, installing the head studs they will go down to a height of 137mm they get very tight beyond this point. I ran a tap down the case saver and goes down easy untill the bottom of the case saver at this point it gets tight and feels like it is cutting new threads this is where I've stopped, don't want to mess this up. Any cautions at sending the tap through the case saver? The studs do need to go down all the way to the 135mm mark or they protrude to far up the head nut. Do the case savers threads at the bottom lock the stud in place or should the stud thread through the saver?
