$4k ain't bad, but you should anticipate spending upwards of $10k to get it running & roadworthy. $20k to get it "nice". Rebuilding the motor on your own, I believe is about $5k.

Rust is suspect just about anywhere, but look closely at the front suspension pan and the area where the rear control arms attach. Longitudals/rockers as well. Door posts are also susceptible. Being a Targa, if the car was parked outside, you can also assume the floor pans might be rusty.
