my school (I went K-12 in one building....) had a teacher who would tie students to their chairs with a jump rope if they were unruly.
we also had a paddle that you'd face if you were misbehaving.
the weird thing is....this wasn't back in the 60's. we're talking late 80's early 90's in a public school.
