quite common, but TFRs usually only last @45 minutes or so on either side of his arrival/departure time. If he comes in for an hour long speech or such, and goes right back out, the airspace can be tied up for 2-3 hours and if that was your CEOs time of arrival, he could have said, just forget it.
**Now, that being said, my company is actually the one that flies him (if i think i know who it is) and the TFRs usually dont cover all the surrounding airports per say for that amount of time. Like if the prez flies into JFK, then IFR traffic into LGA and EWR are usually not stopped. Slowed down for a few minutes maybe. Same deal in SFO area..
