They were human smugglers. Nobody is trying to get smuggled from US into Mexico, so you have to be in Mexico to keep your business going. Pretty bold to charge USBP officer who has his gun out and is drawing down on you, more stupid than bold I guess.

That is this video. Look closely around 1:20, arm extended, maybe he was just pointing at the officer
